We have worked extensively in the public sector in this area. You may wish to ask the government body if they have established 5 key performance indicators for inbound call handling, replies to emails, post and fax. If they have not this would be a good starting point. Once this has been established the front facing part of the organisation can be geared towards achieving these performance targets.
