I have been involved in writing and responding to many different RFI/RFPs as a CRM consultant and interim CRM manager.
If this is a public tender above a certain cost, there are EU mandated ways to do this. But assuming it isn't, I wouldn't leave this to chance by advertising and hoping the right partner sees the advert. Instead, I would talk to consultants, analysts, e.g. Gartner and peers, and look at forums like this one and CustomerThink to identify potential partners who have the knowledge, skills and experiences to do what you want to do. Then I would contact them directly with a Request for Information oulining what you want to do and asking for their interest in responding. This would allow you to pre-qualify them and then send the detailed Request for Proposal to a short-list of partners who are definately interested and who have shown they could definately deliver.
This whole process is far too important to be left to the vagaries of advertising.
