The article would be much improved if it was written in plain english with less jargon, which the author assumes everyone understands.

Sanjay is quite right. You can measure PR in terms of the number of places an article is printed, or the number of web-sites which pick it up. However, it is much more difficult to assess whether and by whom such articles are read or what effect they have on the opinions and actions of potential and existing customers.
PR remains an important part of the marketing mix, but measuring its value or the return on the investment remains a difficulty.
