Consider the new three letters ERM - Employee Relationship Management - for technologies input and internal customer relationships for the human side.
CRM can be applied on the basis that the HR function provides services to internal customers that enables the firm to service the needs of the external customer. HR should treat the other departments as customers and therefore apply the tenets of CRM. Now if you want a technology answer we could talk about ERM, CMR and various other solutions for providing the internal customers of HR with various ways of interacting with HR almost without human intervention. The solutions include the concepts of self-service to contact centres dedicated to employees to training, performance management and even eventually talking to a human being!
